Buff, nerf, and removal framework
Agent or weapon removals from the pool are binary — drop them from your mental shortlist immediately. Heavy nerfs demote a gun from core to flex. Light nerfs keep a rifle if your accuracy is above lobby average. Buffs deserve a 10-game test before full buy-in.
